Update definition to include assigning authority
As previously noted an identifer must include a means to identify the system or organization that created it. Best practice is to not re-use identifiers over time, so that they remian unique - at least within one organization. Updated definition: Alphanumeric value to uniquely identify an indivudal specimen (at minimum, within one organization, which must be identified by including the assigning authority for the identifier). Example includes but is not limited to accession number.

As previously commented in April 2024 "Update definition to include assigning authority" (https://www.healthit.gov/isp/comment/13836) and in September 2023 "APHL supports inclusion of this data element" (https://www.healthit.gov/isp/comment/13464) APHL requests to update the definiton text to "Alphanumeric value to uniquely (at minimum, within one organization) identify an indivdual specimen, including a means to identify the organization or system that assigned it. Example includes but is not limited to accession number.
