The Office of the National Coordinator for Health Information Technology (ONC) is at the forefront of the administration's health IT efforts and is a resource to the entire health system to support the adoption of health information technology and the promotion of nationwide, standards-based health information exchange to improve health care.

ONC is the principal federal entity charged with coordination of nationwide efforts to implement and use the most advanced health information technology and the electronic exchange of health information. The position of National Coordinator was created in 2004, through an Executive Order, and legislatively mandated in the Health Information Technology for Economic and Clinical Health Act (HITECH Act) of 2009.

Duties

Prepares directives, issuances, memoranda, policy statements, and legislative proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives.

Serves as expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels.

Coordinates activities and negotiates agreements that have far-reaching impact.

Develops and applies new or revised program methods, organizational structures, and technologies to carry out program objectives.

Collects and compiles qualitative and quantitative information and data for use in program decisions, including related to Health IT standards.

Researches and prepares responses to ad-hoc or recurring inquiries received in writing or telephonically (e.g., Congressional briefing materials and responses.)

Serves as lead representative, project officer, or comparable position for administration of a comprehensive, multi-CIO cooperative agreement.

Provides technical advice and assistance in monitoring, managing, and evaluating cooperative agreements, grants, and/or awards.

Qualifications

For GS-12 Grade Level:
Must have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service performing ALL of the following:

1.) Analyzing the efficiency and effectiveness of one or more phases of programs directly related health information technology OR health information exchange;

2.) Providing input for public health policies, public health principles including surveillance, research, intervention, inquiry management, and/or program planning;

3.) Developing documentation for oral and/or written presentations.

For GS-13 Grade Level:
Must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service performing ALL of the following:

1.) Developing and administering programs related to public health, health information adoption technology OR health information exchange including creating, and evaluating key public health policies, procedures, and guidelines;

2.) Developing data collection tools for evaluating content of new or modified legislation for projected impact upon agency programs and resources, translating basic legislation into program goals, actions, and services;

3.) Utilizing team management techniques to plan, organize, and direct multi-disciplinary public health programs, health information technology and health information exchange;

4.) Developing documentation for oral and/or written presentations.
