ONC Health Information Technology for Economic and Clinical Health (HITECH) Grantee Crosswalk

The Health Information Technology for Economic and Clinical Health (HITECH) Act was passed as part of the American Recovery and Reinvestment Act (ARRA) to invest in the U.S. health IT infrastructure. The Office of the National Coordinator for Health IT (ONC) received over $2 billion of these HITECH funds, which was granted to health and community organizations across the U.S. This crosswalk provides geographic data for the service areas of two of these HITECH programs: the Health IT Regional Extension Centers (REC) Program and the Beacon Communities Program. This data can be linked to program financial and performance data to map and visualize program data. You can access the data in multiple formats below.

regionRegion // The region name for the data. This includes all 50 states and the District of Columbia.
region_codeRegion Code // The abbreviation code for the region name. This includes all 50 states and the District of Columbia.
county_nameCounty Name // The county name corresponding to the specific line of data.
state_fipsState Federal Information Processing Standard (FIPS) // The Federal Information Processing Standard (FIPS) code for the region. This is a double-digit number; if any appear as a single digit, the field should be re-coded so that all single digits have a “0”. For example, if the state FIPS appears as “1”, it should be re-coded to appear as “01”. This only applies for codes, “1” through “9”.
county_fipsCounty Federal Information Processing Standard (FIPS) // The Federal Information Processing Standard (FIPS) code for the county name. This is a three-digit number; if any appear as anything less than three digits, the field should be re-coded. For example, if the county FIPS appears as “1”, it should be re-coded to appear as “001”, and if it appears as “11”, it should be re-coded to appear as “011”.
fipsFederal Information Processing Standard (FIPS) // The Federal Information Processing Standard (FIPS) code for the region and county. Simply, the state FIPS and county FIPS are combined to create a single processing standard. This unique code applies to a unique county in a unique state. This is a five-digit number; if any appear as a four digit number, the field should be re-coded. For example, if the FIPS appears as “1001”, it should be re-coded to appear as “01001”.
zipZone Improvement Plan (ZIP) Code // The system of postal codes used by the U.S. Postal Service to efficiently deliver mail. One or more ZIP codes comprise the areas of a county.
rec_prgm_granteeHealth IT Regional Extension Center Program Grantee Name // The Health IT Regional Extension Centers Program grantee that services the listed geographic area.
beacon_prgm_granteeBeacon_Community Program Grantee Name // The Beacon Community Program grantee that services the listed geographic areas.

ONC took existing geographic data and linked the data to the service areas for each of the program’s grantees. The service areas are defined within the grant agreement. There may be more than one grantee within a single state for each program, or a grantee may service areas in more than one state. This data crosswalk is important to visualize these service areas and the impact of each program grantee.
