Tribal Data Program Coordinator
Southern Plains Tribal Health Board

Sooner Davenport serves as Tribal Data Program Coordinator for the Southern Plains Tribal Health Board (SPTHB), Oklahoma Tribal Epidemiology Center (OKTEC), in Oklahoma City, Oklahoma. In her role, she coordinates the organization’s data modernization activities which include a cloud migration project, implementation of an OKTEC data strategy, and product management. She is also an Executive Board Member for the Council of State and Territorial Epidemiologists (CSTE).   Davenport recently completed a project that evaluated effective policies and best practices designed to improve Tribal data coordination of public health surveillance data. She is also a team lead for one of CSTE’s 2024 Data Science Team Training (DSTT) projects. She has coordinated engagement strategies, supervised teams, researched and analyzed policies and facilitated communications between Tribes and non-Indian entities to advance the quality of life for Tribes and their communities, including those from shared public health jurisdictions. She is also a  subject area expert in matters related to Tribal finance, Tribal governance and administration, strategic planning, and federal Indian law. Davenport has a Master of Tribal Administration and Governance from the University of Minnesota-Duluth. In the fall of 2024, she will earn a Master of Health Information Management from Southwestern Oklahoma State University.
