Dr. Joel Hartsell serves as the Chief Health Informatics Officer for Electronic Case Reporting at the Association of Public Health Laboratories. With over a decade of experience as an infectious disease epidemiologist and informatician, he has spearheaded various state, local, and federal public health initiatives. Dr. Hartsell has played a significant role in the national data modernization efforts, developing innovative infrastructure and solutions for disease surveillance. His expertise is centered around disease surveillance, interoperability, and public health response. He holds a doctorate in Clinical and Translational Epidemiology from the University of Utah, a Master of Public Health from Indiana University, and a Bachelor of Science from Bethel College.
