Questions for Week Ending 04-17-2025
- Q: Section A – Budget Summary: Based on our read of page 45 in the attached “Additional Information Grant Announcement” pdf, we were not able to determine if we were required to fill out this section. We understand from the information that as a New Grant that columns C & D should be left blank. If we are required to complete this section then can you tell me what needs to be completed?
A: First, the document that was attached was the Notice of Funding Opportunity that expired in 2021. Please use the current NOFO. Second, on page 49 of the NOFO, there are instructions for completing the SF-424A form. Complete all sections unless the instructions say they are not applicable. For Section A, complete line 1 columns (a), (b), (e), (f), and (g) and line 5 columns (f) and (g). - Q: Section B – Budget Categories: Based on our read of page 45 in the attached “Additional Information Grant Announcement” pdf, we were not able to determine if we were required to fill out Columns 1 & 2 and thought this may relate to Columns C & D in the Estimated Unobligated Funds portion in Section A which the Announcement advises to leave blank. Can you tell me if Columns 1, 2, 3 & 4 in Section B correspond to Columns A, B, C & D in Section A and only columns 3 & 4 in this Section B should be populated for our New grant application.

A: Yes, the 2025 Special Emphasis Notice is open through noon ET on Friday, April 25, 2025. - Q: I’m unsure how to respond to SF-LLL Section 10a. Our organization does not engage in any lobbying activities, so we don’t have a name or address for a Lobbying Registrant to provide. However, the form appears to require a response in that field, and it doesn’t allow me to leave it blank. Do you have any guidance on how we should proceed in this case?

- Q: I would like to ask a timing clarification question on funding opportunity NAP-AX-22-001. The posted PDF on the LEAP page has program dates in 2018, while the general information pages on grants.gov states applications are due September 30, 2027, while also stating April 25, 2025, in the same sentence. I am seeking confirmation that applications are due April 25, 2025, and we should reference the LEAP PDF found on the gratnsolutions.gov website for what needs to be submitted.
A: The 2018 Notice of Funding Opportunity (NOFO) is no longer valid. A new NOFO was released in 2022 and is valid for five years. The 2022 NOFO outlined two areas of interest valid for 2022 only and includes application information valid for five years. Each year, ONC may issue future awards under the 2022 NOFO with other areas of interest. In 2025, ONC released two new areas of interest in the FY2025 Special Emphasis Notice (SEN). The application period for the FY2025 SEN was extended to noon ET on April 25, 2025.The SEN can be found in the folder for the FY25 announcement on grants.gov and on ONC’s Funding Opportunities page.
- Q: Based on the 2018 PDF it states an LOI period. Did this take place for 2025 or is that the April 25th due date?
A: The 2025 letter of interest (LOI) due date is Thursday, March 27, 2025. The application period for the FY2025 SEN was extended to noon ET on April 25, 2025. - Q: According to the requirements for the LOI, we are to provide the following information: Applicant identity, Title, Area of interest, Applicant organization name, City and state of applicant organization, NOFO No. NAP-AX-22-001. Could you please clarify if there is anything else to specify in the LOI apart from what’s mentioned above?

- Q: Can you confirm you are accepting applications through April 25, 2025?

- Q: For area 1, can the apps be provider facing or do they need to be patient facing?
A: The goal for Area 1 of the 2025 LEAP Special Emphasis Notice (SEN) is to demonstrate whether the implementation specifications developed by the standards community, for HL7® FHIR®-based Subscriptions capabilities are ready to be widely implemented by health IT developers, and to be made available to third-party client applications. There is not a specific requirement that apps should be provider or patient facing. - Q: Please provide clarification regarding the due dates of the Letter of Intent (LOI), as well as the Application identifying areas of interest. There appears to be conflicting information in the information posted. The Notice Number: NAP-AX-22-001 states that an optional non-binding email LOI should be submitted by February 4, 2025, and to “Submit applications focused on the areas of interest identified in this Notice by NOON Eastern Standard Time on March 17, 2025. This Notice will expire on March 17, 2025.” (See attached PDF, page 10). However, the information shared in the attached PowerPoint presentation notes only an LOI due by March 27, 2025. Can you please confirm (a) that the LOI due date is 3/27/25, and (b) no application of areas of interest is necessary?
