By one definition, “meaningful users” are those who qualify to receive funding under the Medicare and Medicaid Electronic Health Records Incentive Programs under the HITECH provisions of the 2009 American Recovery and Reinvestment Act. This funding goes to health care providers who adopt certified electronic health records and use them in specific ways to improve patients’ health, increase transparency and efficiency, and engage patients and caregivers.

As an internal medicine physician, I know how hard it was to coordinate patient care across diverse health care systems. Primary care providers struggle to keep up with the flow of information coming in and going out of their offices on faxes, couriered documents, and hand carried patient notes. Most days I typically have my nose buried in either the Meaningful Use or Standards and Certification Criteria final rules (in a majority of cases both) searching for answers to questions I’ve received. Finding the right place quickly often proves to be the most difficult challenge. This led me to look for a way to more efficiently find the relevant parts of the rules. With the help of some of my staff, we developed quick reference grids to accomplish this goal.
