Seth Pazinski serves as the director of the Office of Planning, Evaluation, and Analysis for the Office of the National Coordinator for Health Information Technology.

Prior to this, Mr. Pazinski led ONC’s Division for Planning and Operations from 2009 to 2014. In this capacity, he was responsible for developing the Federal Health Information Technology Strategic Plan, facilitating ONC’s implementation planning activities, and managing ONC’s two federal advisory committees – the HIT Policy Committee and the HIT Standards Committee.

From 2007 to 2009, he served as the special assistant to the national coordinator, focusing on a wide range of project management and communications responsibilities. Before joining ONC, he was a project manager for the Quality Improvement Organization program at the Centers for Medicare & Medicaid Services.

Mr. Pazinski earned a Bachelor’s degree in journalism, public relations, and advertising from Temple University and a Master's degree in public relations and corporate communications at Georgetown University.

Measuring Interoperability: Listening and Learning

In April we asked for your input and comments on ways for us to measure how well our nation’s health care system is doing in achieving “widespread interoperability,” as required by the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). Separate from the provisions that the Department of Health and Human Services (HHS) has proposed to implement through the Quality Payment Program for payment of office-based Medicare physicians, MACRA specifically calls on HHS to establish metrics for the exchange and use of clinical information to facilitate coordinated care and improve patient outcomes between participants in the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs and others nationwide.

Help Inform the Department of Health and Human Services’ (HHS) Measurement of Interoperability

Today, we are asking for your input on ways to measure the progress toward a future where health information is flowing between providers and patients to supports a health system that provides better care, smarter spending, and healthier people. The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) declares it a national objective to achieve the widespread exchange of health information through the use of interoperable certified electronic health records and directs HHS to establish metrics in consultation with you – the health IT community – to see if that objective has been met.

The Federal Strategy For Collecting, Sharing, And Using Electronic Health Information

Making our nation’s health and wellness infrastructure interoperable is a top priority for the Administration, and government plays a vital role in advancing this effort. Federal agencies are purchasers, regulators, and users of health information technology (health IT), as they set policy and insure, pay for care, or provide direct patient care for millions of Americans. They also contribute toward protecting and promoting community health, fund health and human services, invest in infrastructure, as well as develop and implement policies and regulations to advance science and support research.

Release of the Federal Health IT Strategic Plan 2011 – 2015

Today, the Office of the National Coordinator for Health Information Technology (ONC) published the Federal Health IT Strategic Plan 2011 – 2015 (the Plan). The Plan, and our strategy, benefited from the valuable input we received on the draft Plan that was out for public comment from March 25 – May 6, 2011. The 240 responses to our blog post requesting public feedback on the draft helped us to refine and solidify the final Plan.
