{"id":5570,"date":"2014-01-17T10:30:12","date_gmt":"2014-01-17T15:30:12","guid":{"rendered":"http:\/\/www.healthit.gov\/buzz-blog\/?p=5570"},"modified":"2026-01-06T15:10:12","modified_gmt":"2026-01-06T15:10:12","slug":"survey-ehr-incentive-program","status":"publish","type":"post","link":"https:\/\/healthit.gov\/blog\/insights-updates\/survey-ehr-incentive-program\/","title":{"rendered":"Survey Says: EHR Incentive program is on track"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">We continue to see progress in improving the nation\u2019s health care system, and a key tool to helping achieve that goal is the increased use of electronic health records by the nation\u2019s doctors, hospitals, and other health care providers. These electronic tools serve as the infrastructure to implementing reforms that improve care \u2013 many of which are part of the Affordable Care Act. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Doctors and hospitals are using these tools to reduce mistakes and hospital readmissions, provide patients with more information that enable them to stay healthy, and allow for rewarding health care providers for delivering quality, not quantity, of care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The adoption of those tools is reflected today in a release from the Centers for Disease Control and Prevention\u2019s National Center for Health Statistics which provides a view of the Medicare and Medicaid EHR Incentive Program and indicates the program is healthy and growing steadily.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2013 data from the <a href=\"https:\/\/www.cdc.gov\/nchs\/data\/databriefs\/db143.pdf\">annual National Ambulatory Medical Care Survey<\/a> are encouraging:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nearly 80% of office-based physicians used some type of electronic health record system, an increase of 60 percentage points since 2001 and nearly double the percent in 2008 (42%), the year before the Health Information Technology and Economic and Clinical Health Act passed as part of the Recovery Act in 2009.<\/li>\n\n\n\n<li>About half of office-based physicians surveyed said they use a system that qualifies as a \u201cbasic system,\u201d up from just 11% in 2006.<\/li>\n\n\n\n<li>Almost 70% of office-based physicians noted their intent to participate in the EHR incentive program.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Figure 1. &nbsp;Percentage of office-based physicians with EHR systems: United States, 2001\u20132013<\/strong><\/em><\/p>\n\n\n\n<figure data-wp-context=\"{&quot;imageId&quot;:&quot;6adb25994aaf8&quot;}\" data-wp-interactive=\"core\/image\" data-wp-key=\"6adb25994aaf8\" class=\"wp-block-image size-large alignnone wp-lightbox-container\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"482\" data-wp-class--hide=\"state.isContentHidden\" data-wp-class--show=\"state.isContentVisible\" data-wp-init=\"callbacks.setButtonStyles\" data-wp-on--click=\"actions.showLightbox\" data-wp-on--load=\"callbacks.setButtonStyles\" data-wp-on--pointerdown=\"actions.preloadImage\" data-wp-on--pointerenter=\"actions.preloadImageWithDelay\" data-wp-on--pointerleave=\"actions.cancelPreload\" data-wp-on-window--resize=\"callbacks.setButtonStyles\" src=\"https:\/\/healthit.gov\/blog\/wp-content\/uploads\/sites\/4\/2014\/01\/EHRProgress-Figure1.png?w=960\" alt=\"Figure 1. Data for 2001\u20132007 are from combined files (in-person NAMCS and mail survey). &nbsp;Estimates for 2011\u20132013 data are based on the mail survey only. &nbsp;Estimates for a basic system prior to 2006 could not be computed because some items were not collected in the survey. &nbsp;Data include nonfederal, office-based physicians and exclude radiologists, anesthesiologists, and pathologists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>SOURCE:&nbsp;<\/strong>CDC\/NCHS, National Ambulatory Medical Care Survey and National Ambulatory Medical Care Survey, Electronic Health Records Survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also noted that 13% of physicians who responded said they both intended to participate in the incentive program and had a system that could support 14 of the Meaningful Use Stage 2 \u201ccore set of objectives,\u201d ahead of target dates. This survey was performed in early <i>2013 \u2013 before 2014 certified products were even available<\/i>. The deadline to begin attesting for Meaningful Use Stage 2 is October 2014 for the earliest adopters of Meaningful Use Stage 1, so more than one in ten physicians decided on their own to participate&nbsp; Meaningful Use Stage 2 capabilities more than a year earlier than necessary. These are early adopters who recognize the benefits of EHRs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom 2010 through 2013, &nbsp;physician adoption of 7 of the 17 capabilities required for Stage 2 core objectives for meaningful use increased significantly,\u201d according to National Center for Health Statistics health-policy researcher and lead author Chun-Ju Hsiao, PhD. Electronic prescribing through an EHR and adverse drug event\/contraindication alerts had the largest increase among the stage 2 capabilities, Hsiao wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2013, Meaningful Use related functionalities with the highest adoption rates included capabilities for recording key patient health information and functionalities related to medication management and safety. About three-quarters or more of physicians had these types of computerized capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, physician respondents to <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/1475-6773.12135\/abstract\">another national survey<\/a> also noted the clinical benefits in using EHRs, including that they helped physicians access records remotely (81%), and alerted providers of a critical lab value (62%). Most importantly, 78% of respondents said that EHRs \u201coverall, enhanced patient care\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, we are encouraged to see that physician adoption of EHRs meeting Meaningful Use Stage 2 is increasing significantly and that physicians are recognizing <a href=\"https:\/\/healthit.gov\/\/buzz-blog\/ehr-case-studies\/meaningful-ehr-ehr-preventing-hospital-readmissions\/\">the value of EHRs in the care setting<\/a>.&nbsp;&nbsp; The report does also tell us there is more to do and we agree.
