So too is the public-private engagement we have created over the past seven years. As we launched TEFCA last year we did so with the expectation that we would need to make iterative adjustments over time to help it grow. That\u2019s why we\u2019ve recently released a new standard operating procedure (SOP) to guide how organizations seeking to participate in specific \u201cExchange Purposes\u201d within TEFCA are vetted (see: <\/span><a href=\"https:\/\/rce.sequoiaproject.org\/wp-content\/uploads\/2024\/11\/SOP-XP-Vetting-Process-508.pdf\"><span data-contrast=\"none\">Vetting Process SOP<\/span><\/a><span data-contrast=\"auto\">).\u00a0<\/span><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The need for additional vetting became apparent as Qualified Health Information Networks<\/span><span data-contrast=\"auto\">\u00ae<\/span><span data-contrast=\"auto\"> (QHINs\u2122) operationalized \u201c<\/span><a href=\"https:\/\/rce.sequoiaproject.org\/wp-content\/uploads\/2024\/07\/SOP-Treatment-XP-Implementation_508.pdf\"><span data-contrast=\"none\">TEFCA Required Treatment<\/span><\/a><span data-contrast=\"auto\">\u201d under the Treatment Exchange Purpose. Participation in this specific Exchange Purpose differs from the broad HIPAA-based treatment Exchange Purpose because responses (i.e., disclosures) are both required and automated. Given these differences within TEFCA, more upfront trust is necessary to establish who can engage in this exchange. <\/span><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Vetting Process SOP establishes a clear, consistent, objective, and transparent framework for QHINs to use to assess, for example, whether their Participants and Subparticipants are able to participate in the TEFCA Required Treatment Exchange Purpose. We expect, as necessary, to build on this vetting process over time for additional Exchange Purposes. The Common Agreement has also been updated to clarify ASTP\u2019s role in helping to resolve QHIN disputes associated with vetting. This minor update will be referred to as Common Agreement Version 2.1 and was published in the <\/span><a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/11\/26\/2024-27554\/notice-of-publication-of-common-agreement-for-nationwide-health-information-interoperability-common\"><span data-contrast=\"none\">Federal Register<\/span><\/a><span data-contrast=\"auto\"> on November 26, 2024.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This vetting process, which will expand over time, raises the bar for network trust.
