{"id":22779,"date":"2023-01-10T09:15:32","date_gmt":"2023-01-10T14:15:32","guid":{"rendered":"https:\/\/healthit-gov.go-vip.net\/buzz-blog\/?p=22779"},"modified":"2026-01-17T21:36:06","modified_gmt":"2026-01-17T21:36:06","slug":"2023-isa-reference-edition-is-here","status":"publish","type":"post","link":"https:\/\/healthit.gov\/blog\/interoperability\/2023-isa-reference-edition-is-here\/","title":{"rendered":"2023 ISA Reference Edition Is Here"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">We are excited to continue a New Year\u2019s tradition at ONC with the release of the annual <a href=\"https:\/\/www.healthit.gov\/isp\/sites\/isp\/files\/inline-files\/2023%20Reference%20Edition_ISA_508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Interoperability Standards Advisory (ISA) Reference Edition<\/a>! The 2023 ISA Reference Edition, the ninth annual publication, reflects more than 150 comments received by ONC during a 60-day public comment period that closed September 30, 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ISA is ONC\u2019s catalog of curated standards and implementation specifications for health information interoperability that reflects extensive feedback from industry and federal agencies. The web version of the ISA is updated on a regular basis as changes in the health IT standards environment become apparent or when public comments are received at any point throughout the year. The Reference Edition is a snapshot of the web version of the ISA compiled at the end of the year following a public comment period.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-new-in-2023\"><strong>What\u2019s New in 2023<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From COVID-19 and public health to social determinants of health and health equity, each year we make sure the \u201cinteroperability needs\u201d outlined in the ISA are relevant and up to date. This year is no exception; check out some of the key additions to the 2023 ISA Reference Edition:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Standards Version Advancement Process (SVAP) Integration<\/strong>: Throughout the ISA, we strengthened linkages with ONC\u2019s SVAP, identifying previous versions of national coordinator-approved standards, and seeding in the latest versions of <a href=\"https:\/\/healthit.gov\/standards-version-advancement-process-svap\/\">2022 Approved Standards<\/a>. SVAP enables health IT developers to incorporate newer versions of secretary-adopted standards and implementation specifications, as part of the \u2018Real World Testing\u2019 Condition and Maintenance of Certification requirement (\u00a7 170.405) from ONC\u2019s Cures Act Final Rule.<\/li>\n\n\n\n<li><strong>Pharmacy Interoperability<\/strong>: We consolidated interoperability needs aimed at safe and informed prescribing, medication management, and the exchange of medication data for various clinical and administrative purposes into a broader subsection titled \u2018<a href=\"https:\/\/healthit.gov\/isa\/section\/pharmacyinteroperability\" target=\"_blank\" rel=\"noreferrer noopener\">Pharmacy Interoperability<\/a>.\u2019 Previously these needs were organized under \u2018Electronic Prescribing\u2019 and \u2018Drug Formulary\u2019 subsections. We also added National Council for Prescription Drug Programs (NCPDP\u00ae) SCRIPT Standard Implementation Guide Version 2022011 to all relevant pages and made updates to all Pharmacy Interoperability pages in response to public comments.<\/li>\n\n\n\n<li><strong>Human and Social Services<\/strong>: Incorporating industry feedback, we added interoperability needs that relate to Information and Referral (I&amp;R) Services in a new <a href=\"https:\/\/healthit.gov\/isa\/section\/human-and-social-services\">Human and Social Services<\/a> subsection and an existing <a href=\"https:\/\/healthit.gov\/isa\/finding-and-retrieving-human-services-information\">Resource Location<\/a> These standards enable health care provider referrals with human and social services.<\/li>\n\n\n\n<li><strong>Adverse Event Reporting<\/strong>: Working with our federal colleagues at <a href=\"https:\/\/bestinitiative.org\/\">FDA\u2019s Center for Biologics Evaluation and Research (CBER) Biologics Effectiveness and Safety (BEST) Initiative<\/a>, we added a new interoperability need in the Public Health Reporting section, <a href=\"https:\/\/healthit.gov\/isa\/adverse-event-reporting\">Adverse Event Reporting<\/a>, which contains a BEST implementation guide highlighting adverse event reporting of biologics.<\/li>\n\n\n\n<li><strong>Additional Updates:<\/strong> We streamlined the Laboratory subsections in the ISA\u2019s <a href=\"https:\/\/healthit.gov\/isa\/section\/laboratory\">Vocabulary\/Code Set\/Terminology<\/a> and <a href=\"https:\/\/healthit.gov\/isa\/section\/laboratory-0\">Content\/Structure<\/a> sections, adding in new interoperability needs and standards. We also added a new Infrastructure subsection in the <a href=\"https:\/\/healthit.gov\/isa\/section\/infrastructure\">Services\/Exchange<\/a> section to highlight emerging standards and implementation guides born of the work of the HL7\u00ae FHIR\u00ae accelerator <a href=\"https:\/\/confluence.hl7.org\/display\/FAST\/FHIR+at+Scale+Taskforce+%28FAST%29+Home\">FHIR at Scale Taskforce<\/a> and <a href=\"https:\/\/www.udap.org\/\">Unified Data Access Profiles (UDAP\u2122)<\/a>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">As always, you may submit comments to the web version of the ISA throughout the year.
