Even if you\u2019re not a standards guru<\/span>,<\/span>\u00a0it\u2019s not a stretch to say that standards help the world go\u00a0<\/span>\u2018<\/span>round, especially\u00a0<\/span>in\u00a0<\/span>the world of health\u00a0<\/span>information technology\u00a0<\/span>(<\/span>health\u00a0<\/span>IT<\/span>)<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

ONC is<\/span>\u00a0excited\u00a0<\/span>to share<\/span>\u00a0the 2021 Interoperability Standards Advisory\u00a0<\/span>(<\/span>ISA<\/span>)<\/span>\u00a0Reference Edition<\/span>. W<\/span>hether you\u2019re a policy wonk<\/span>, a\u00a0<\/span>software developer,\u00a0<\/span>or a public health pro,\u00a0<\/span>there<\/span>\u2019s<\/span>\u00a0a little\u00a0<\/span>something for everyone\u00a0<\/span><\/a>this year<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span>(And\u00a0<\/span>i<\/span>f<\/span>\u00a0you are a standards professional, you might want to\u00a0<\/span>track the\u00a0<\/span>ISA\u2019s RSS Feed<\/span><\/a>\u00a0<\/span>–\u00a0<\/span>requires RSS Feed viewer<\/span>\u00a0–<\/span>\u00a0to stay on top of\u00a0<\/span>all changes<\/span>\u00a0to ISA, in real-time.<\/span>)<\/span>\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

Many of the changes this year\u00a0<\/span>are\u00a0<\/span>iterative in nature, but a\u00a0<\/span>few<\/span>\u00a0are\u00a0<\/span>note<\/span>worth<\/span>y<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Top\u00a0<\/span><\/b>U<\/span><\/b>pdates\u00a0<\/span><\/b>to the ISA<\/span><\/b>\u00a0for 2021<\/span><\/b>\u00a0<\/span><\/h2>\n

COVID-19<\/span><\/b>\u00a0\u2013 At the top of the list<\/span>\u00a0<\/span>is a new\u00a0<\/span>sub-<\/span>section on the\u00a0<\/span>COVID-19 Novel Coronavirus Pandemic<\/span><\/a>, as well as a\u00a0<\/span>Specialty Care and Settings \u201ctag\u201d for COVID-19 related interoperability needs<\/span><\/a>\u00a0<\/span>across the ISA. These additions, updated often, are a great resource\u00a0<\/span>if you are\u00a0<\/span>looking for the latest in health IT response to the COVID-19 pandemic.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

Public Health Emergency<\/span><\/b>\u00a0\u2013\u00a0<\/span>In addition to the COVID-19 sub-section and Specialty Care and Settings<\/span>\u00a0listing<\/span>,\u00a0<\/span>we\u2019ve added four interoperability needs connected to\u00a0<\/span>public health\u00a0<\/span>emergency response<\/span><\/a>.\u00a0<\/span>These include sections on health care personnel status, the use of hospital\/facility beds, lab operations (population lab surveillance), and population-level\u00a0<\/span>morbidity and mortality<\/span>.<\/span>\u00a0<\/span>Together, these elements\u00a0<\/span>can help emergency officials maintain situational awareness around public health emergencies<\/span>\u00a0and optimize emergency operations.<\/span>\u00a0<\/span><\/p>\n

Admission, Discharge, and Transfer (ADT) Notifications to a Record Locator Service\u00a0<\/span><\/b>\u2013 A new interoperability need has been added to support\u00a0<\/span>ADT notifications of patient encounters to a Record Locator Service<\/span><\/a>, which is a key component of<\/span>\u00a0identifying patient records to support<\/span>\u00a0alerting\u00a0<\/span>use cases by<\/span>\u00a0health information exchanges.\u00a0<\/span>\u00a0<\/span><\/p>\n

T<\/span>here were also numerous revisions to existing interoperability needs across the ISA. These include re-wording of some\u00a0<\/span>interoperability need names<\/span>\u00a0<\/span>as well as revisions to all interoperability needs within the Administrative Standards Operating Rules sub-section to reflect changes to naming conventions of Operating Rules by CAQH CORE. Larger structural changes to the ISA\u00a0<\/span>can be tracked at the\u00a0<\/span>Recent ISA Updates<\/span><\/a>\u00a0page, while more granular updates to the ISA can be tracked using the\u00a0<\/span>RSS Feed<\/span><\/a>\u00a0mentioned above.\u00a0<\/span>\u00a0<\/span><\/p>\n

In addition to the various changes to the ISA itself, the<\/span>\u00a0ONC leveraged the<\/span>\u00a0ISA web platform\u00a0 to support expansion of the\u00a0<\/span>United States Core Data for Interoperability (USCDI)<\/span><\/a>, through the new\u00a0<\/span>USCDI ONDEC submission system<\/span><\/a>. Remember that\u00a0<\/span>Draft USCDI V2<\/span><\/a>\u00a0<\/span>is\u00a0<\/span>now available for comment<\/span>\u00a0and<\/span>\u00a0<\/span>Approved Standards for 2020\u00a0<\/span>are listed now too pursuant to\u00a0<\/span>the\u00a0<\/span>Standards Version Advancement Process<\/span><\/a>\u00a0(SVAP<\/span>)<\/span>. The ISA Supports\u00a0<\/span><\/b>Social Determinants of Health<\/span><\/b>\u00a0<\/span><\/h2>\n

In\u00a0<\/span>other ISA news<\/span>,\u00a0<\/span>a\u00a0<\/span>State Health Official letter<\/span><\/a>\u00a0<\/span>issued this\u00a0<\/span>month by the Centers for Medicare & Medicaid Services<\/span>\u2019<\/span>\u00a0<\/span>Center for Medicaid & CHIP Services<\/span>\u00a0encouraged states to review standards within the ISA.\u00a0<\/span>In particular, it urged\u00a0<\/span>Medicaid and CHIP<\/span>\u00a0<\/span>agencies\u00a0<\/span>to\u00a0<\/span>consider<\/span>\u00a0<\/span>incorporating\u00a0<\/span>social determinants of health\u00a0<\/span>industry standards<\/span>\u00a0–\u00a0<\/span>particularly in the areas of food, housing, and transportation insecurity<\/span>\u00a0–<\/span>\u00a0<\/span>into\u00a0<\/span>their programs.\u00a0<\/span>\u00a0<\/span><\/p>\n

Using the ISA<\/span><\/b>\u00a0<\/span><\/h2>\n

How is the ISA used?<\/span><\/i>\u00a0<\/span>is a common question ONC receives<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span>R<\/span>eferences from other government agencies and programs to the standards included in the ISA are a prime example<\/span>\u00a0of\u00a0<\/span>how\u00a0<\/span>our stakeholders and users of health IT can leverage the ISA to ensure awareness and use of standards that support an interoperable health IT ecosystem.\u00a0<\/span>\u00a0<\/span>Y<\/span>our<\/span>\u00a0continued engagement through\u00a0<\/span>the\u00a0<\/span>ongoing public comment process\u00a0<\/span>is necessary to ensure the ISA remains accurate and up to date.\u00a0<\/span>\u00a0<\/span><\/p>\n
